Background
The Government of Rajasthan, vide Notification dated August 17, 2026, has amended the Rajasthan Integrated Clean Energy Policy, 2024 (“Amendment”). This note summarises the key changes relevant to developer clients active in Rajasthan, with a focus on land allotment and BESS registration charges.
Key Changes
1.Land Allotment – New Framework for Large-Scale Projects (≥1,000 MW)
The Amendment introduces a new land allotment route for RE Projects/RE Parks/Green Hydrogen Projects/Green Hydrogen Parks (with or without storage) having capacity of not less than 1,000 MW. Key features:
(i) No pre-condition of CTU/STU connectivity for the identified land.
(ii) RREC will recommend allotment to the Revenue Department (instead of the District Collector).
(iii) Land Security of Rs. 1 Lac/MW to be deposited via DD/RTGS or through E-grass/IFMS 3.0 in favour of the State Government.
(iv) Revenue Department will issue allotment order for right to use as advance possession, under the Rajasthan Land Revenue Rules, 2007.
(v) Security Deposit refundable upon commissioning, in proportion to capacity commissioned.
(vi) Existing applicants have a two-month window to migrate or withdraw.
2.Revised Maximum Land Area Limits
The Amendment rationalises land area caps across technologies:

(i) For hybrid projects, land is allotted based on individual solar/wind component capacity, subject to a maximum ceiling of 2.5 Ha/MW of declared hybrid capacity.
(ii) 10% of allotted land must be reserved for tree plantation.
(iii) Additional land for storage systems as per Revenue Department rules.
3.BESS Registration Charges – Tiered Structure
The Amendment replaces the flat Rs. 10 Lakh per project charge with a tiered structure for BESS (standalone or integrated with RE):

| > 100 MWh | Rs. 10 Lakh per project |
(i) No registration charges for BESS installed as mandatory storage under Clause 6.4 (i.e., 5% storage requirement for RE projects above 5 MW on STU network).
(ii) The 50%/100% registration charge exemption for RE projects integrated with BESS (Clause 6.3, Section-B) continues to apply at the STU/DISCOM network level.
Other Changes
(i) RE Park capacity transfer (new Clause 15.13): RE Park developers can now transfer the entire registered capacity to group entities (holding/subsidiary/fellow subsidiary/ultimate holding) on payment of 50% of registration charges and with prior RREC approval.
(ii) Power evacuation utilisation timeline (Clause 1.12(iii), Section-E): Reduced from 3 years to 2 years from the date of approval, failing which the approval may be reassigned.
Action Items for Developers
(i) Large-scale projects (≥1,000 MW): Assess eligibility for the new land allotment route and plan migration/withdrawal of existing applications within the two-month window.
(ii) Land planning: Factor the revised land area caps and the mandatory 10% tree plantation reservation into project planning and cost estimates.
(iii) BESS sizing: Optimise BESS capacity to maximise registration charge exemptions under the revised Clause 6.3 and the tiered Clause 8(d).
(iv) Evacuation approvals: Align project execution timelines to the revised 2-year evacuation approval utilisation window.
